Louisiana Man Sentenced to Chemical and Surgical Castration in Child Sex Abuse Case

A convicted child sex offender has been sentenced to undergo both chemical and surgical castration after pleading guilty to attempting to rape a 7-year-old girl.

Thomas Allen McCartney, aged 37, who has a lengthy criminal history related to child abuse, accepted the plea deal, which includes 40 years in prison. The plea also involves mandatory castration procedures, aiming to prevent him from reoffending.

The case came to light after a disturbing incident in February 2023 when a mother caught McCartney sexually abusing her daughter. He threatened her with a firearm to escape, fleeing across state lines before being eventually captured at a Houston hotel and returned to Louisiana.

McCartney’s criminal background includes previous convictions for attempted aggravated rape, as well as charges of aggravated rape of a 12-year-old girl and felony carnal knowledge of a juvenile.

“This is a horrific crime that should never have happened. McCartney is a predator who poses a danger to the community,” stated a local district attorney.

Legal Changes in Louisiana

Louisiana recently became the first state to allow courts to order certain sex offenders against children to undergo castration, following a law signed by the governor last year. Effective August 1, 2024, the legislation aims to increase deterrence but has faced criticism for being potentially unconstitutional as cruel and unusual punishment.

Chemical castration involves medication to reduce testosterone levels, decreasing sex drive, while surgical castration involves removing the testicles to halt hormone production.
