Andrew Cuomo Suggests City Control of NYC Transit, Sparks Criticism

Former governor Andrew Cuomo has proposed that New York City take over the management of the subway and bus systems instead of the Metropolitan Transportation Authority (MTA). Speaking on Fox 5, Cuomo criticized the MTA as a large bureaucratic entity and suggested city control, saying, “Let the mayor manage the New York City Transit Authority.”

The idea was met with skepticism and ridicule from transit advocates and political rivals, who pointed to Cuomo’s controversial tenure overseeing the MTA. Critics highlighted the numerous issues under his watch, including the ousting of beloved transit chief Andy Byford, millions spent on decorative bridge lighting, and the redecorating of city tunnels in the state’s colors, rather than focusing on essential repairs.

Cuomo’s governance saw significant projects like the completion of the Second Avenue subway and the implementation of congestion pricing, but also marked “endless drama,” according to watchdogs. His critics argue that Cuomo centralized power in Albany, micromanaged transit from afar, and failed to deliver substantial improvements, even during his decade in office dedicated to the agency.

Mayor Eric Adams responded sharply, accusing Cuomo of playing politics and suggesting he only now offers such ideas after leaving office, calling Cuomo’s proposal “political theater.”
John Kaehny of Reinvent Albany dismissed the plan as unrealistic, citing the nearly $50 billion debt and the complexity of splitting up the large regional system funded by nearly $9 billion in taxes on businesses.

Political opponents like Republican candidate Curtis Sliwa chimed in, criticizing Cuomo’s past management and suggesting his proposal was an attempt to divert attention from his failures. Observation from analysts reflects that Cuomo’s push appears “desperate,” with some suggesting it as a strategic move to regain influence.

Hochul’s office declined to comment on Cuomo’s idea, emphasizing her focus on current transit priorities. The proposal is not unprecedented; in 2019, former City Council Speaker Corey Johnson suggested creating a mayoral transit agency called “Big Apple Transit” (BAT), and Cuomo himself had proposed increased outreach and service improvements during his gubernatorial campaign.
