Governor Kathy Hochul is celebrating the substantial revenue generated from the city’s congestion tolls, which have brought in hundreds of millions of dollars within six months and are projected to reach $500 million by year’s end. She described this achievement as a ‘huge success,’ asserting that the tolls support business operations by reducing delivery costs.

However, critics argue that this initiative effectively burdens middle- and working-class residents, forcing them to pay high fees to access roads they have already funded through taxes. This model has led to increased expenses for local food distributors, with some facing additional charges of up to six figures annually. Large delivery companies like FreshDirect are also adding extra fees for customers within the congestion zone, while small restaurants struggle with rising costs.

The tolls are promoted as environmentally friendly and efficient, but many see them as a strategic money grab that exploits residents under the guise of promoting sustainability. The timing of the toll implementation—delayed until after last year’s elections—suggests a political motive to avoid public backlash.

Some believe that voters may forget or accept the added financial strain by the time Hochul seeks re-election in November 2026. Should she win again, there are already plans to nearly double the tolls shortly after.
