Inmate Death at Rikers Island Raises Concerns Over Jail Conditions
A 29-year-old inmate died early Saturday morning in his cell at Rikers Island, marking the ninth death of a detainee in the city’s jail system this year. Ardit Billa, who faced charges related to burglary, was found unresponsive during a routine check at the George R. Vierno Center. Despite immediate medical intervention, he was pronounced dead just before 1 a.m.
The incident is part of a troubling trend at Rikers, which has exceeded last year’s total of five inmate deaths, prompting calls for scrutiny over the facility’s safety protocols. The death is currently under investigation, and authorities have expressed their condolences to Billa’s family and loved ones. The Department of Correction emphasized their commitment to a full review of the circumstances surrounding his passing.
Billa was scheduled to appear in court on September 15. Records show he was booked into Rikers on February 23 after arrests on separate charges in January, including assault, weapons offenses, and burglary. His death adds to the ongoing concerns about health and safety in the jail, especially as the facility has been under federal oversight since 2015 due to systemic issues.
Earlier this month, another inmate, Edwin Quispe, 33, died after suffering a medical emergency at the facility. In July, Christian Collado, 51, who had cancer, passed away at Bellevue Hospital’s jail ward while receiving palliative care. In June, two inmates died on the same day—Benjamin Kelly, 37, and James Maldanado, 56, both of whom experienced medical emergencies while in custody or transit.
