The video depicts the individual in a hoodie spitting and gritting their teeth as they are transported on the cart. Critics have condemned the agency’s handling of the arrest as “revolting.” ICE has not issued a comment regarding the incident.

A federal judge has ruled that deploying active-duty military personnel to Portland violates the U.S. Constitution and federal law, which prohibits military involvement in domestic law enforcement.
