Portland Police Seek Help Finding Assault Suspect Near ICE Facility

Police Seek Public Help After Woman Fleeing Assault Near ICE Building in Portland

Authorities in Portland are searching for a woman suspected of assaulting someone near the Immigration and Customs Enforcement (ICE) facility. The incident took place on Tuesday evening when a police liaison officer, tasked with maintaining a safe environment during protests, lost track of the suspect.

Just before 8:45 p.m., an officer monitoring a crowd outside the ICE building was approached by someone claiming an assault had just occurred. Following the woman—a white female with a prominent septum piercing, wearing a black mask, carrying a backpack, and dressed in dark clothing—the officer attempted to speak with her to understand her perspective. When she refused to stop and continued walking, the officer detained her.

However, she allegedly rejected the officer’s lawful order and fled the scene. Additional police were called, and by 9 p.m., officers began an investigation with the victim’s cooperation. The liaison officers involved in this incident are sworn police officers who focus on building relationships with protesters rather than engaging in enforcement.

The case has been transferred to investigators in the Major Crimes Unit, though details about the assault remain undisclosed. Photos released show the suspect wearing cargo pants and a backpack, with some images highlighting her black hooded top and face covering.

Police described the woman as a white female with a septum piercing, seen in photos wearing cargo pants and carrying a backpack.

Portland police stated they are continuing their investigations and plan to forward evidence to prosecutors when appropriate. It is common for arrests to occur at a later date, especially in tense situations where immediate action isn’t always possible.

Post-incident, the department emphasized that liaison officers aim to foster positive community relations rather than enforce law enforcement. An officer featured on the city’s website, Jessica Ruch, explained that the role involves understanding protest groups’ needs to help create a safe environment and highlights a shift away from traditional riot squads.

Ruch shared her concerns about threats to protesters, such as individuals deliberately driving into gatherings. She recalled her own participation in protests and underscored the importance of community cohesion during turbulent times.
