NYC Schools Implement Cellphone Ban for Nearly 1 Million Students

Starting this Thursday, approximately one million students across New York City public schools will face a new policy: a complete ban on cellphone use throughout the school day. This nationwide first aims to reduce distractions and address stagnant academic progress.

The ban was approved by the city’s Panel for Education Policy in July and signed into law by Governor Kathy Hochul earlier this year. Under the new law, students must surrender their devices once classes begin, though they can use them during commutes or with special permission for medical reasons, such as monitoring insulin or caring for a loved one.

Schools were responsible for developing implementation plans, a process expected to take some months. Officials anticipate that by Thanksgiving, the new policy will be fully in effect. Schools Chancellor Melissa Aviles-Ramos described the approach as “dynamic,” indicating adjustments may still occur.

To facilitate this transition, the city allocated $25 million for necessary infrastructure, including secure storage and establishing emergency contact systems for parents.

Additionally, the initiative may coincide with efforts to reduce class sizes, in accordance with new state laws capping student numbers per classroom in elementary through high school levels. The city plans to hire thousands of new teachers to meet these standards, with an estimated per-student expenditure of over $42,000 for this school year, the highest in the country.
