NYC Cop Bit by Barefoot Loon During Bust: Exclusive Sources
Suspect Attacks NYPD Officers During Arrest in Manhattan
A man without a shirt and barefoot was involved in a violent altercation with police in the Flatiron District on Thursday afternoon. The suspect, identified as Lonnie Payne, 45, previously known for criminal activity, resisted arrest and physically assaulted two female officers.
Witnesses described the suspect approaching the officers on foot, displaying erratic behavior. He allegedly insulted them, spat at them, and then physically attacked as officers attempted to place him in handcuffs. During the struggle, Payne bit one officer’s arm and head-butted the other, causing injuries that required medical treatment at a nearby hospital.
Photos from the scene show the officer with a visible teeth mark on her arm, while others depict Payne in handcuffs with a wild expression. Witnesses noted that Payne was only wearing worn-out sweatpants rolled up to his knees and was behaving bizarrely before the incident.
Following the assault, both officers received medical attention. Payne has been charged with two counts of assault on a police officer, resisting arrest, and harassment. He pleaded not guilty in court and is held on $25,000 bail.
Records indicate Payne has a long history of criminal charges, including assault, criminal sex act, grand larceny, and resisting arrest, with at least 11 prior charges dating back to 2008. His recent conduct on the subway and the street has been linked to ongoing mental health issues known to authorities since at least 2021.
The incident highlights a broader surge in violence against law enforcement in New York City, where assaults on officers have increased by 63% over the past six years, with nearly 1,000 attacks reported so far this year.
Experts attribute these rising numbers to a lenient criminal justice system that allows repeat offenders to remain on the streets, leading to a decline in public respect for police authority.
