City Approves Historic $116 Billion Budget with New E-Bike Regulation Department

The Mayor and City Council have reached a preliminary agreement on a record-high budget of nearly $116 billion, which includes the creation of a new department focused on regulating e-bikes. This initiative responds to recent efforts by authorities to increase oversight and enforce rules on the increasing number of e-bikes in the city.

Part of the budget allocates $6.1 million for the establishment of the “Department of Sustainable Delivery,” staffed by 60 employees dedicated to oversight and compliance efforts related to e-bikes. The move aims to curb misuse and ensure safety amid rising concerns surrounding e-bike usage.

Additionally, the budget allocates $54.5 million for enhanced immigration services, with $41.9 million designated for providing free legal aid to migrants facing deportation and those seeking benefits. Another $12.5 million will support pro bono legal assistance for unaccompanied minors attending removal hearings. The mayor highlighted that this investment surpasses funding levels for similar services in any other U.S. city.

The package also includes $10 million for a universal child-care pilot program, offering free care for children aged 2 and under to support low-income families. This initiative is part of broader efforts to improve quality of life and reduce disparities.

Other notable investments involve expanding library hours to seven days a week with a $2 million boost, a $755 million plan for after-school programs for grades K–8, and hiring up to 3,700 new teachers to reduce class sizes. The city plans to maintain an $8.5 billion reserve to cushion potential fiscal challenges.

Mayor Adams described the budget as “responsible” and a significant step forward, emphasizing its focus on safety, affordability, and community well-being. City Council leaders expressed optimism, citing progress after years of budget cuts and uncertainty, and reaffirmed their commitment to investing in city residents.
