Moderate House Republicans Oppose Senate Medicaid Changes in the Big Beautiful Bill

A group of 16 moderate House Republicans has expressed strong opposition to the upcoming legislation if certain Medicaid provisions remain in the bill. Led by Rep. David Valadao, these members indicated they are prepared to vote against the final bill should the Senate route include a reduction in the Medicaid provider tax.

In their letter to Senate leadership, the representatives also voiced concerns over expedited implementation timelines, penalties affecting expansion states, alterations to community engagement requirements for adults with dependents, and cuts to emergency Medicaid funding. They emphasized that safeguarding Medicaid access is vital for their vulnerable constituents and warned that supporting a bill threatening coverage stability or hospital funding is unacceptable.

The signatories include key Republicans facing key elections in 2026, such as Valadao, Young Kim, Mike Lawler, and others. Their unified stance poses a significant hurdle, given that the House bill narrowly passed by just one vote. If even a few of these moderates refuse to support the Senate version, the legislation could effectively falter, requiring a lengthy reconciliation process.

Since the House and Senate would need to negotiate and reconcile differing bills, the entire process could drag on for months, likely preventing President Trump from signing the legislation by the Fourth of July.
