Mayor Eric Adams has historically acted as a barrier to extreme legislation at City Hall, using veto threats to block harmful proposals and gain moderate compromises. However, with the upcoming mayoral election in November, this dynamic could change dramatically.

If Adams or other centrists like Curtis Sliwa or Andrew Cuomo vacate their mayoral posts, the City Council, dominated by a 18-member Progressive Caucus, could push forward with its radical agenda unchecked. This bloc already influences legislation significantly, and without a counterbalance, could shape lawmaking that aligns with their progressive ideals.

The caucus promotes policies framed around slogans like “environmentally just city” and “more inclusive budget,” but their real priorities include reducing police presence and dismantling the existing law enforcement infrastructure, replacing it with alternative safety measures that lack clarity.

Legal initiatives they have proposed include efforts to limit street-side ice cream trucks to solar-powered ones and legislation that would hinder new residential developments and city renovations, particularly targeting rent-stabilized units. They have supported laws that can significantly disrupt property rights, like community land trusts and rent evictions, and have expressed interest in seizing land and dismantling tax collection mechanisms.
